The Electronic Auction in Contracts Awarded by the Public Health Service

Abstract

Practical tools that could improve the financial situation of public health service facilities are built into the system of public procurement. Their use gives measurable financial results. The purpose of this article is an attempt to present an electronic auction as part of the public procurement system, increasing the economic efficiency of awarded contracts. In the article, on the example of the chosen multi-profile public hospital, the opportunity to obtain financial savings resulting from the use of an electronic auction was estimated on the background of aggregated expenditure and revenue of the unit in 2015. Due to the very limited reporting of the use of electronic auction in the national public procurement system, information was collected and analyzed from the auction platforms. Using the available source material, the number of contracts awarded in 2015 by the national public health service which provides an electronic auction was set, specifying the level of interest in the procedure.
