Abstract

In the era of advanced globalization society, which are also information society and risk society, demand a comprehensive protection. Tasks exceed the capabilities of individuals, hence the public administration has given the current conditions of use as efficiently as possible being in deficit capacity of the state. With the help comes the strategic culture and safety culture, through which it turns out that modernize activities in the field of safety, not only at the level of resources and organization, but also need to consider the third component – the mentality.
