Prof. I. Hoffman is a Full Professor at the Faculty of Law, Department of Administrative Law, at ELTE Eötvös Loránd University (Budapest), Hungary. He is the author of approximately 320 publications, primarily in English and Hungarian, as well as several articles published in Polish, German, and French. He was awarded the title of Professor in 2019 and obtained his habilitation in law in 2014. He received his Doctor of Laws (PhD) degree in 2008. Between 2015 and 2016, Prof. Hoffman served as an expert in the Administrative and Labour Law Department of the Supreme Court of Hungary. Earlier, from 2008 to 2010, he worked at the Prime Minister’s Office as a legal adviser and general counsel. From 2006 to 2008, he was a legal adviser at the Ministry of Labour and Social Policy. Between 2004 and 2006, he worked at the Ministry for Youth, Family, Social Affairs and Equal Opportunities. In 2004, he was appointed Legal Adviser to the State Secretary responsible for Equal Opportunities.

Professor at the Maria Curie-Skłodowska University (Lublin), habilitated doctor in law, attorney-at-law, Dean of the Faculty of Law and Administration of the Maria Curie-Skłodowska University (Lublin), an expert of the Polish Accreditation Committee (discipline: law). Managing editor of “Lex localis – Journal of Local Self-Government” (Scopus, Web of Science), which is an international journal for the study of the politics, administration, and management of local affairs, and a member of the editorial board of “Juridical Tribune – Tribuna Juridica” (Scopus, Web of Science). Between 2005 and 2006, he worked as a researcher at the Department of Public Law, Philosophy of Law and General Science of State at the Faculty of Law of the University of Heidelberg under a scholarship from Deutscher Akademischer Austauschdienst (DAAD). In 2005 and 2006, he had short research stays at the Max Planck Institute in Frankfurt am Main. Currently, he cooperates with the Faculty of Law of the University of Nuremberg (Friedrich-Alexander-Universität Erlangen-Nürnberg) as part of conferences and scientific workshops. His research consists on history of public administration and administrative thought, administrative law, as well as theory of state. He is an author or editor of about 150 academic publications (monographs, academic textbooks, legal commentaries, articles, and book reviews).
