Implementation of Compulsory Closed-Circuit Television (CCTV) Camera Monitoring at Slaughterhouses as a Response to the Challenges in Enforcing EU Animal Welfare Legislation

Abstract


Based on European Commission audits conducted between 2019 and 2021, it was found that Poland does not ensure effective protection of cattle unfit for transport, which therefore indicates insufficient compliance with obligations arising from EU law in this regard. Their findings provide an important source of information on the effectiveness of official control systems in Poland and provide a starting point for further analyses of compliance with requirements and supervision of animal welfare regulations. The article focuses on CCTV camera monitoring as a tool for detecting, documenting, and responding to violations of regulations concerning the welfare of animals unable to move independently. The authors examine whether the introduction of CCTV camera monitoring at slaughterhouses and the proposed amendments to the Animal Protection Act in Poland will contribute to the effectiveness of the Veterinary Inspectorate’s enforcement of Council Regulation (EC) 1/2005 on the protection of animals during transport and Council Regulation (EC) 1099/2009 on the protection of animals at the time of killing. For this purpose, authors also analyse the legal solutions introduced in Spain and the assumptions and conclusions from the French pilot monitoring programme of video surveillance at slaughterhouses.
